BGB Group awarded Offshore Scaffolding and Construction Services framework for Baltica 2 Offshore Wind Farm
UK Headquartered offshore access specialist to support construction, cable termination and commissioning of four offshore substations for the largest offshore wind farm in the Polish part of the Baltic Sea , delivered through its Polish operating company in Gdańsk.
- BGB Group Global Limited has been awarded a Framework Agreement by PGE and Ørsted , for offshore scaffolding and construction services on the 1.5 GW Baltica 2 Offshore Wind Farm
- The framework covers engineered temporary access and construction support across the project’s four offshore substations through to commissioning, expected by the end of 2027
- Delivery will be led from BGB’s Polish operating company in Gdańsk, drawing on a combination of UK and local supplied personnel with extensive offshore experience
BGB Group Global Limited (BGB), the offshore access and construction services specialist, today announces that it has been awarded a Framework Agreement for Offshore Scaffolding and Construction Services on the Baltica 2 Offshore Wind Farm.
Baltica 2 is a 1.5 GW offshore wind farm located approximately 40 km off the Polish coast near Ustka and Łeba. The largest offshore wind project in the Polish part of the Baltic Sea, it is expected to be fully commissioned by the end of 2027.

The award reflects BGB’s significant expansion into multi-discipline offshore construction and support services over the past three years, building on the successful delivery of increasingly diverse scopes across UK, Europe, Taiwan and the Americas. These have included rope access support, coating inspection and remediation, statutory inspection, repair and maintenance (IRM), and the provision of specialist personnel across a wide range of planned and reactive offshore works.
Under the framework, BGB will provide engineered temporary access and offshore construction support in Polish waters across the project’s four offshore substations, supporting their construction and commissioning and the termination of array, export and interconnector cables. Services are ordered on a call-off basis over the life of the offshore construction campaign, with the framework running to the end of 2027 and options for extension.
BGB’s full-service offering under the framework encompasses:
- Engineering and design of scaffolding and other temporary access solutions, including cable jointing and termination habitats, with designs issued by personnel holding Polish construction and structural design qualifications;
- non-standard, high-load and energised-environment scaffold designs for the constrained deck space of operating offshore substations
- versatile engineered solutions that can be re-used and re-configured across activities to support simultaneous operations (SIMOPS)
- Supply, installation, modification, inspection, maintenance and dismantling of scaffolding systems, with Scaffold Acceptance Certificates issued by Polish-licensed personnel;
- Stand-by and short-notice access support during commissioning, and interface coordination with the project’s other contractors and site management;
- Offshore supervisory and coordination roles, including Offshore Supervisors, vessel coordinators and Persons in Charge of Offshore Substation (PICOS);
- Offshore technical and construction support personnel, including rope access technicians, coating and painting technicians, riggers, certified crane operators and HSE advisors.
BGB will deliver the work through its self-performed model — keeping design, engineering, supervision and offshore execution in-house — with delivery anchored by its Polish operating company, BGB Group Global Sp. z o.o., based in Gdańsk. The company has been supporting offshore wind construction and operations since 2017, including previous offshore substation, cable and commissioning access scopes for Ørsted in both the UK and Taiwan.
BGB’s team will be accommodated on project-supplied offshore accommodation and construction support vessels, working alongside the project’s other offshore contractors. In line with the project’s local content commitments, BGB will give Polish sub-suppliers the opportunity to tender for supporting supplies and services and will draw on local personnel in the delivery of the work.

Offshore construction commenced in 2026, with full commissioning expected by the end of 2027.
